as i was prepping for this draft i was looking a h. penn. who was carded last year but not this. i also looked at r baldelli who i had the first year and had to drop last because he wasn't carded.

i think we should allow players carded last year but not this to be kept for 1 year. (sort of a rule 5)

maybe allow 2 of them on the roster. they would count as part of the 25 protected at draft time and as part of the 40 total. if they were not carded a second year then they would have to be dropped.

we can put that on the agenda for next year's winter meetings.
