Phillies are taken, but there are still some strong teams out there: A's, Red Sox, Indians, Braves, Astros, etc........

The Cardinals' payroll isn't $60 mil, either. Will draft player from one of the unchosen franchises, then drop him for a Cardinal in waiver period. Just need a list of league clubs (probably in form of divisions, assuming divisions aren't random).

Pineapple7 got things to work with the Mariners, so I don't think you need to reach 60M.
