You shouldn't be able to enter the league without a password, which you will receive once the divisions previous to yours are full.

I've tought about the problem with the Smoke Stacks - they really are a weak set, even with Milw they only have 8 players with a salary over 4 mil. I think adding 1 FA would make them competitive.
