Any owner can leave any player off their keeper list if they dont want that player to be stolen. However, the result of that action is that said player(s) are now fair game to be drafted in the FA Draft. So it is risky but still strategic to leave a player off your keeper list if you think you can re-draft him in the FA Draft.
So spicki17 could choose to re-draft Brett with any of his draft picks, and if you had not put Averill on your keeper list, you could have re-drafted him as well - again provided no one ahead of you made his a draft pick.
Thus obviously, the only person that can guarantee they will get a player that they did NOT put on their keeper roster is the person with the #1 pick in the FA Draft.
