2007 ratings?

Am I the only one who cannot view and/or find the 2007 ratings?

What ratings are you talking about?
If you mean the rating disk, you have to buy them from SOM (it's been that way every year).
If you mean the player ratings luckyman used to put out (who are good/bad values), he no longer does them as the pricing is pretty accurate.
If you mean the manager ratings, I don't think they have been implemented for 2007 yet.

I wondered what became of luckyman's ratings...glad I stopped in to read.

Manager ratings won't be complete until the first waves of leagues finish. I would say 2-3 weeks after that.
