Tacoma,from what I understand your stadium is one of your draft picks. You can draft the stadium in any round you want but must draft the stadium by the 18th round.So you pick either a player or your stadium.

So by the end of the 18th round you will have 17 players and 1 stadium and you cannot have spent over 76 million.
