Question regarding minimum stats for a card to be used

How about pitchers? What sort of standard does Strat use to decide if a card is in the set or not? I looked at the player pool from the 2006 season and the fewest innings pitched in the set were 29.7.

Is 30 innings (with rounding) the minimum requirement?

I ask this because these guys (all under 30 innings) could all have interesting cards if they get included:
Buchholz, Clay
Kennedy, Ian
Bazardo, Yorman
Harden, Rich
Martinez, Pedro
Chamberlain, Joba

among others...

I have no proof behind this PJ but what it usually is...

They'll get a card if they are around 30 IP...around.
They'll get a card IF they are a hard R or L. ie. Cla Meredith from last season.

I don't see Chamberlain getting a card because he's balanced.

The other guys, I haven't looked into.

Kennedy- No
Bazardo- No
Harden- Possibly...
Martinez- Possibly...

This is hard to say and I do not think there is a hard cutoff. Seems like I remember one of my favorite relievers in the 2001 card set was TJ Matthews who had only 14 real life innings. He was thus priced 0.50. But they were good innings so he had a decent card and I often got decent numbers off him. :) He was on every draft card I submitted that year and on all of my championship teams. Alas, the pricing algorithm got smarter after that first season. :(
