You don't need all those pitchers, especially in the Astrodome. Ten are plenty. Keep four * starters and one .50 starter. With good starters and that park, your relievers won't get heavy use. At most, you'll get decent use out of a couple of your better ones, and you can get by with one good one. Better to spend less than $1 on each of the others.

With the core you have, you can have a great staff and still put $8 or more toward the offensive players OT recommended.
