New Theme League! "Mess With Your Neighbor"

Here is a new idea for a theme league that will be a hoot! 80 Mil with a very unusual 3 round serpentine draft 2nd and 3rd rounds will go in the same order. We will pick for draft order by state lotto, low drafts first.
Teams 1-4 will be in West, 5-8 Central, 9-12 West.

In the first round, you will choose 3 players and a stadium for one of your division mates!(non-unique stadiums allowed) In the second round you will choose 3 players for another of your division mates. And in the third you will choose 3 players for the last of your division mates! (I've got the logistics of who drafts for who drafts for who, and will print them when we fill.)

Then we have an auto draft and you must draft and keep the players drafted for you all year long!

As you draft for another player, his division mates as a group can not draft more that 5 starting pitchers or more than 5 relievers or more than 9 pitchers total. They also can not draft more than three players who can only play the same position in the field (you can't draft someone 9 players who can only catch!) If you find some creative way that a player will not be able to draft all positions, they can make a drop of their choice to get one player at each position.
Picks may not add up to more than 64 mil. You must leave the player at least 16 mil to draft his other 16 players.
There are so many strategies, how will mess with your neighbor? Horrible pitching, a bunch of "4 and 5" shortstops?, bunch of weak hitters? The possibilities are endless. But no making deals to be nice to your neighbor. The goal is to mess with them.

Other than that, normal 80 mil autodraft, DH 5/10/20 drop penalty.

Come play with us! and list your lotto state. Oh, and when we draft we will have some reasonable time limits for picks, so the draft will not go on forever.

no DH would present some cool "screw your neighbor" scenarios. You could give him 3 guys that ONLY play a certain position (say 1B) and all cost 9M each. Then he'd only be able to play one and have to "eat" the other 18M worth of players. You could still do it, but one would be put at DH and he'd only have to eat 9M

I think that you might have to modify some of the rules to generate some interest in this theme. I still like it though.
