I think that if you select "make your pick" you can pick now for your skipped pick. A proxy won't fire on a skipped but I think you can do the Make Your Pick selection at any time for your skipped pick.

I've also left a bunch of .5 proxies for my last pick, but if it stalls at my point just skip it.

I don't mind creating the league but whoever does will be in the East division. All you have to do is fill out your AD card, select Create Private League and enter a password. Then you can PM the password to the other 3 owners in the East.
