1 - You're allowed to make changes to your keeper rosters until end of the day that the last owner posts.

2 - You CAN trade players from your end of season roster that you did not put on your keeper roster UNTIL the end of the day that the last owner posts keepers - as at that time all players not on keeper rosters become FA.
