While the Wild pitch and Balk numbers impact certain catcher X-plays they typically come into the game as follows:
With a runner on base a D20 is rolled before every play. If a 1 appears there is a possible wild pitch chance. A second D20 is rolled and if that number is less than the pitchers WP rating the runners advance. If a 2 appears then there is a possibility of a Balk or Passed Ball. A D6 is rolled 1-3 a Balk chance 4-6 a Passed Ball chance. If it is a balk chance, a second D20 is rolled and if that number is less than the pitchers BK rating the runners advance. If it is a Passed Ball chance, a second D20 is rolled and if that number is less than the catchers PB rating the runners advance.
So with runners on base there is a 5% chance every at bat that the WP rating comes into play. There is a 2.5% chance every at bat with runners on that the BK or PB ratings come into play.
