RESPONSE:
I really don't have a problem with the concept of using 12 of the less significant Franchises including some hybrids if there can be some logic to their creation.
From Plan A I'd like to do the following:
Clev
Detroit
Balt. Orioles / Stl. Browns
Braves
Add the Red Sox since they were in the lowest picks of the Plan A draft
Unused Franchises
REDS
White Sox
Senators / Twins,
Phillies
Pirates
My approach for the last 2 Picks
NL Expansion - Mets, SD, Mont, Hst, Brewers
AL Expansion - Cal, Tex, Tor, KC, Sea
I do believe we need to do protected rosters but I don't really want to add
Hall of Famers with very good cards unless they meet the standard eligibity. This refers to some of the Mets like Mays and I assume Berra. Hodgers may qualify I'm not sure.
I'm not sure if we should keep the cap at $100M or bump it up to $115M but I do want to keep the DH consistant.
COMMENTS
Here are my thoughts of the subject;
I really like the idea of using franchise that aren't normally used or usually do poorly. So, I'm predjudiced against using the 'name' franchises (Yanks,Giants, Red Sox, Cubs, Dodgers etc) However, if we find that one of the previous (say the Dodgers) is awful in the Plan A league we could exchange one of the for one of the four listed below.
So, my preference is for the clubs below.
From Plan A I'd like to do the following:

Mets (with willie, berra and hodges)
Cal/SD
Tex/Hou
Unused Franchises
REDS
White Sox
Senators,
Phillies

HOWEVER: I do think there is sooo much crossover from these franchise that it would be nice to develop protected rosters
ALSO: Since the cat is out of the "hybrid" bag; I'm open to one or two more such teams- like say a Canada team of Tor/Mont or a KC/Mil team
