It was bound to happen sooner or later. The only way to get people over here was to force them. This is the only thread I have an interest in so I won't be going back. Get used to it. :twisted:

Netplay III NETPLAY LEAGUE (2005)


The Netplay III League is a Strat-O-Matic Computer Baseball League. We will be using the NetPlay feature and the goal is to play as many games as possible face to face (FTF) over the Internet. This league is a way to relive great baseball seasons with the added excitement of a limited amount of Hall Of Fame players. We hope for great competition, good sportsmanship and extending the friendships made on the TSN/SOM boards.



I. ORGANIZATION

1. Overview

The Netplay III League (DTHL) is a Strat-o-matic Baseball League containing 12 teams divided into 3 divisions (East/Central/West) based on the lottery draw for the player draft. Picks 1,4,7,10 will be in the East; 2,5,8,11 in the Central and 3,6,9,12 in the West. We will use the 2000 Hall of Fame set along with a predetermined Deluxe Season. The inaugural season will use the 1911 season. We will use the latest version of the CDROM game available, but will never change mid-season. For the first season all owners must have the Version 10 (with card images strongly recommended but not mandatory) and they must get the Version 10.01 patch available for free on the SOM website.

The following rules are listed to help keep the league as exciting and as competitive as possible.

2. The Regular Season

All teams will participate in a 162-game unbalanced schedule within their respective divisions. Each team will play the teams in its respective division 22 times (66 games) and each team outside its division 12 times (96 games) All games will be played head-to-head via Netplay using the most current version of Strat-o-matic Computer Baseball (SOM), with the following exceptions:

A) If two players can not get together during the week they are scheduled the HOME team will play the games against the computer manager (HAL) using the default settings (see below) or updated Computer manger settings provided by the Visting team Owner.

B) If the HOME team cannot get the games in before the deadline, the Commish will autoplay the games using the Default settings or updated Computer Manager Settings provided by either/both teams.

Games are played Tuesdays through Sundays. It is the responsibility of the Home Team managers to send each series' game files to the Commish and the League Statistician by Monday 1:00 PM EST following each series.

Updated league files will be sent out to the entire league each Monday evening, allowing play to begin again each Tuesday.

Injuries are used in the DTHL.

3. Playoffs

League "Playoffs" shall commence two "days" (in terms of pitchers' rest) following the end of the regular season.

The winner of each division and one Wild card team (the team with the best record that did not win a division) will make the playoffs.

The team with the best record will play the team with the worst record and the 2cd best record will play the 3 rd best record. A division winner will always beat out a wild card team in case of a tie. The playoff series will all be best 4 out of 7.

The winners in Round 1 advance to the World Series which shall commence two "days" after the completion of the last Semi-Final Game.

The winner of the World Series shall be considered the DTHL champion. In each and every Playoff series, the team with the best record during the regular season shall host games #1,2,6 and 7 with travel days after games #2 and 5. Injuries will be turned on during the playoffs.

Tiebreakers- Any ties that would eliminate a team from the playoffs will be decided by a one game tiebreaker. The team with the best head-to-head record will be the Home team. If their head to head record is also tied, a coin flip by the Commish (or someone else if the Commish is involved) will decide Home field.

Any ties that involve playoff placement will be decided as follows-

1- head to head record

2- record within division

3- Coin-flip by the Commish (assuming he's not involved)

4. Stadiums

Each DTHL team shall play in a stadium from the Deluxe Season chosen. Team Owners may rename their stadium but cannot change the dimensions. (This insures that the Managers of "visiting teams" will know the specifications of the stadiums where their teams will be playing.) No stadium may be used by more than one team. Ballpark Effects will be used. Weather Effects will not be used.

II. TEAM ROSTERS

1. Legal Rosters

Each team in the DTHL shall have a maximum "Active Roster" of 25 players and a total roster size of 35. The Players may be "activated" and/or "demoted to the minors" before any series commences.

Roster size during the Playoffs and the World Series shall be 25 players.

Playoff and World Series rosters may only be changed between playoff series.

You may only draft 5 players from the HOF set. Players who have a card in the Deluxe season we are playing will use the card from the Deluxe season and will NOT count against your HOF limit.

After the draft there is no limit to how many HOF players you may have on your team. You may trade a Deluxe season player for a HOF player and carry more than 5 HOFers.

2. The Draft

The draft order for the inaugral draft will be determined by lottery. Everyone will pick a state and a predetermined date will be chosen and using those numbers the highest number will pick first, next highest 2cd and so on.

The draft will be conducted in a serpentine manner: 1,2,3,4....11,12,12,11,10,9....etc., That is, the order of the draft will reverse after each and every round.

All players in the Deluxe season will be available. Each team will only be allowed to draft 5 players from the HOF set. Any players who have cards in both the HOF set and the Deluxe season we are playing will have their Deluxe season card used--no exceptions. This player will NOT count against your 5 HOF players.

You may choose any HOF players you like as long as he is not in the current Deluxe season. You may pick all pitchers or all hitters or any combination.

You must have two active catchers at the start of every series. Catchers get injured often, so please draft at least 3 catchers.

The draft will consist of 26 rounds. One of those picks must be a stadium. The remaining 10 players will be chosen by auto-draft (this is open for discussion, but I do think a 35 round draft will take ridiculously long)

There will be a 4 hour time limit. If your pick is not made within that time limit, HAL will pick for you, using the Draft-O-Matic software. Proxies are welcome and encouraged.

We will have a 1 round waiver period after the autodraft portion is complete. We will go in reverse of the original draft order. HOF players are not eligible. You may pick any undrafted player but must release a player.

• Transactions

There will be no free agent pickups during the season. Draft wisely. There are usage rules which will be explained below. The 35 man roster is to be used as your farm system. The Players may be "activated" and/or "demoted to the minors" before any series commences. You may never call up a player during a series.

Trading- All trades must involve an equal number of players so that no team exceeds the thirty-five player limit.


The league commissioner will review all trades to ensure that they
are balanced and fair. Any trade that the commissioner declares questionable must be voted on and approved by at least one third of the league managers.


Any deal that the commissioner passes can still be voided by a two-thirds
majority of the league managers.

Trades must be given to the Commish by both parties and trades will not take effect until the end of the current "set".

5. Ghost Teams and Replacement Owners

Due to the time commitment this league requires on a weekly basis it is possible that some owners will discover that they have overcommitted their time.

Should an owner drop from the league or be removed during the course of the regular season his team will be considered a "Ghost Team" and will be run via computer manager until a permanent Replacement Owner can be found.

Ghost Teams are NOT ALLOWED to trade. Ghost Teams, no matter their record, will NOT be eligible to participate in the playoffs.

These restrictions are removed once a permanent Replacement Owner is found.



III. PLAYER USAGE

1. Usage Limits

Players shall be limited to 100% of their actual AB's or IP.

Any player who is over used, immediately becomes ineligible to
play for the rest of the season. Any blatant overuse will be cause for possible forfeiture.


Players may play any and all positions for which they have a SOM
fielding rating. Exceptions will be made when an injury causes a team to
have no player eligible at position in question.

Pitchers may start and/or relieve based on their SOM pitching
rating. In other words pitcher without a relief rating may nor relieve and a pitcher without a starter rating may not start.


Pitcher usage is same as ATG(*guys need 3 days rest non* need 4)


Starting pitchers who pitched in a team's previous series must
remain on the active roster for the following series(to prevent shuttling
back and forth to minors to boost pitching staff)

During the Playoffs and World Series, starting pitchers with no relief rating may be used in relief. Asterisk starters may start games 1, 4 and 7 in a post-season series but need 3 days rest (days off included) before being able to start again without being tired. Pitching rotations in the post-season will carry over from the final five games of the regular season, and from series to series in the Playoffs.



IV. NETPLAY

• Game rules

A set of default instructions will be due to the Commissioner before the start date of the season. Each manager will send in a set of default instructions to include:


1) Per Game Starters for the full 162 games.
2) Starting line-ups vs. RHP / LHP (there are options for other line-ups such as vs. reverse LH)
3) Manager tendencies
4) Player settings
5) Define substitutes
6) 25 man field roster
7) 10 man minor league roster

These default instructions will be used for any Computer manager play. It is the manger's responsibility to update these. Games not played by NETPLAY will be played by the home team and HAL will play the visiting team using the default (or updated) instructions.

The following is a list of Rules used in the DTHL:

A. Super Advanced Maximum Level

E. Super Advanced Strategy Charts

F. Use Miscellaneous rules

G. No Closer Rules

H. Use injuries

I. Use SADV Fatigue and pitch count Rules

J. Allow GBA on Pitcher's cards

All Max rules will be checked except the following:

• Improve statistical accuracy

• Home Field Advantage

• Allow Pre-1920 errors

• Force daily injuries

There will be no DH in the DTHL...old-time baseball at its best.

• Scheduling Games

At the beginning of each week the Commish will send out a schedule for that week. It will genrally be 3 series or 9 games. We are using days off, so some series will be 4 games.

The home team initiates series play. If you do not hear from your visiting opponent after a couple of days, send out a final email and then inform the Commish you will be playing using the Computer manager.


Managers should do their utmost to be timely and to meet deadlines. The success of league depends on the efforts and courtesy of every member. More importantly, please respond as soon as possible to all scheduling requests. Don't leave your opponent hanging. It's rude. We want this league to be fun but realize that everyday life sometimes gets in the way. That's why we have HAL (even though we want to kill him). All's we ask, is that if you are having a busy week, email your opponent and let them know so they can play the games (provided they are the home team).

Remember: Games not completed by the Monday deadline will be autoplayed by the league office. This will be a strict deadline, as it is too time-consuming to track people down.

3. Playing The Games

When setting up for a game please use this system of courtesy procedures and make absolutely sure the CREATE GAME RESULTS FILES box is checked. If this is not checked there will be no record of the games and they will have to be replayed :

1) HOME team selects starting pitcher, clicks VISITOR
2) VISITOR selects their starter and their lineup, and then clicks HOME
3) HOME selects their lineup and clicks PLAYBALL to start game
4) if you are going to be away from your computer, tell your opponent, don't leave them hanging...a simple BRB (be right back) will do
5) If game crashes...VISITOR should wait a couple of minutes before trying to log on. The game saves after every AB. So, after you reconnect, go to File: Open Game and look for the file "pickup.sav" This should take you right back to where the game crashed.

•BALLPARK OPTIONS

The Home Team Manager has the right to set up whatever screen options he desires. However, as a courtesy an effort should be made to incorporate the Visiting Team Manager's requests.

Here are the recommended settings:

Display button palette (mandatory for netplay)

Box offensive players

Box defensive players

Use small scoreboard

Point sizes should be set at 8, play by play at 6 and matchup box lines at 3.

•GAME PREFERENCES

Set game preferences as follows (unless both mangers agree to different settings)

Entry Mode- Dice Mode

Play by play level: No play by play (this really helps in speeding the game up)

Results and Options: Show board game Information is the only one that needs to be checked. Others are optional, but will slow things down.

Make sure the computer manager is NOT selected for netplay games and IS selected for the visiting teams when playing vs. HAL.

Which ballpark photo that will be used is entirely up to the Home team.

You need to have Show Cards During game checked under OPTIONS> Dice/roll/splits in order to view the cards while playing.

V. MANAGERS' RESPONSIBILITIES

1. Behavior

There are no fees to participate in this league. In exchange for all the effort maintaining a league entails, the League Commissioners ask that all Managers display good sportsmanship at all times. Mistakes will inevitably occur. It is necessary and essential that all disputes between Managers be handled calmly and rationally and with as much cordiality as possible. The DTHL was founded for the sole purpose of having fun!

2. Communication

We will have a website and we strongly urge everyone to get the Yahoo Instant Messenger. This makes it much easier to pass along IP's and to reconnect after crashes. We also will have everyone's email on file.

3. Game Files

Every time a Strat-o-matic Baseball game is completed, the program generates a pair of game files. These two files represent all the statistics that represent the game that was played. After each 3-game series, it is the responsibility of the Home Team Manager to send these 6 files to the League File Manager. No series can be official without these files. There will be more detailed instructions on how to do this on the website.

• Miscellaneous

Please announce any interesting things that happen during a series--No hitters, exciting comebacks, freak plays etc. are of interest to all.

Please choose a team name on the first day of the draft.

Loopholes

It is the intention of this constitution to describe all rules of the DTHL. In the event that an unintentional "loophole" exists which contradicts the spirit of this constitution the Commish has the right to make any ruling for the benefit of the DTHL as well as the authority to rule on any point not specifically covered in these rules.

Closing:

It is our wish that this league will be fun, exciting and grow in the future. All rules can be reviewed after the season. We will likely expand if interest is high and we have a successful season. Please know that you are making somewhat of a commitment here. My best guess is that it will take up about 3-4 hours a week. Try to netplay as much as you can, but don't be hesitant to use Hal if it will make things easier. We hope there is no undue peer pressure to netplay, but at the same time hope everyone is here mainly for that great feature.

We are all new at this, so I'm sure there will be some growing pains. I liberally stole from a couple of other Netplay Constitutions, in order to use other people's trial and errors. I know this is long- but I wanted to cover everything, as this is new to all of us. Most of this will be second nature to us a couple of weeks into the season.

For the inaugural season the officers will be:

Statistician (League manager)-

Supreme Advisor-

These officers will act as a three man board in all disputes.

My regulatory project will keep me on 6 day work weeks until October 4th or 5th.

Highly unlikely to get me home at a reasonable hour to want to get in a series a night.

Assume I am out unless you hear otherwise. The CM is killing me, but such is life.
