Fortunately, (or unfortunately) I'm ok with this however it turns out. It sounds like Dave and Buster now both object to changing the rule. Is that right?
To avoid this problem in the future:
1. The manager who sets the cap / DH / waiver format can change his/her mind UNTIL the second manager has set the rule and divisions.
2. The manager who sets the rule / divisions can modify the rule / divisions up to the point when the first action on the rules has been taken. In this case, once the first manager announced a franchise player, the rule AND divisions could no longer be changed.

If the divisions were to be set by pick 3 numbers, once those numbers were run the divisions AND the rule could no longer be changed.
- or -
If the rule leads straight to the autodraft, once the first manager has entered the league the rule AND divisions can no longer be changed.
Of course, if the rule is incomplete or has an obvious and indisputable flaw in its logic, then it must be completed or amended. The manager who set the rule for that season will be solely responsible for completing or amending the rule.
