Part of the problem with this ever happening is that Strat-O , the board game company actually sells the rules and charts as seperate components. Now if TSN put them up on their site as a downloadable, printable pdf file, Hal Richman ( Strat-O's owner) would be out a few bucks cause people could just download them for free. With that said, I don't see the Strat board game company ever giving TSN permission to set up the rules/charts as accessable.
Mind you I'm not saying I totally agree with it, but it's simply a case of a company trying to protect their intellectual property.

My thought is that they would only be available only to online paying customers. Not free.

Most players here are spending more per annum on this game than board or CD ROM players. Seems like they should have access to rules and charts after logging into their teams.

Bleacher creature, your suggestion makes a lot of sense to me. The downloadable pdfs of the rules and charts could be linked to the "Rules/FAQ" section of each game, for when you are logged into one of your teams.

For now, this is what we got from Strat's online store:
