I know its not my league but assuming you guys are using USKL 3 rules, I can answer your question:
Once you draft a player, he remains on your 40 man roster until you cut him even if he does not get a card from either Strat or TSN. Assuming you want to use the spot on your roster you retain his rights until you either cut or trade that player. You definitly do not need to redraft.

As far as prospects go,
For USKL 3 ( and again I'm assuming you are following the same standard) a prospect player is defined as:
[i:51b84a5609]Any player signed with a MLB organization that has [/i:51b84a5609][b:51b84a5609][i:51b84a5609]NO SERVICE [/i:51b84a5609][/b:51b84a5609][i:51b84a5609]time in the major leagues.[/i:51b84a5609]
Now you may want to tweak this to included [b:51b84a5609]any[/b:51b84a5609] player with no MLB service time not just those signed, which means foriegn players and those not yet drafted also become eligible, not sure which way you guys are leaning in that reguard.
But either way it requires a manager to do some research on their own as you'll have to track down your own list of eligible and desired players.
