FAaron... cap is no issue at all. When looking at the rules as they were and the intended "small ball" theme, being forced into spending 21% of the cap on 2 players was a HUGE issue. I uncovered other options and thus all is well.
However, the issue about one team not having to use all "1" defensive players due to not having one, yet everyone else has to, is *******. It's the responsibility of the creator of the rules to make sure EVERY team can comply with them. Aero you failed at this task... and instead of going back and re-examining your rule, you took the easy way out and made an exception for one team. And if the "spirit" of the rule is defense, then why is it that the Twins have the option of using any "2" rated 2B and not be forced to use the BEST rated one? Other teams are being forced to use a certain "1" rated fielder because they have no other choice, so why should the Twins be given an option?
What if in an upcoming season, a rule is every team has to use all "4" defensive players and one team doesn't have an eligible SS or C... would it be ok to just allow them to use any "3" instead?
Would the sentiments you expressed about the Twins being the team be the same if it were the Yankees or some other "talent rich" teamand they had the option of using a Maris or Banks or Mathews as a 2? Somehow I doubt it.
