Unless I missed something, I would assume the following:

1. Lottery results are low to high
2. Stadiums pick 1-12
3. Divisions are 1,4,7,10...2,5,8,11...3,6,9,12

It seems Fatty and Kav tied with 212. What is the tie breaker again? Pick 4? or Midday?

Also strange that Kav had Washington and Fatty had Washington D.C. !
