Personally, I'd like to see the clock enforced. Given that proxies are NOT firing, all are being asked to check in regularly. With the speed of the draft, skipped owners will have PLENTY of time to catch up.

A lot would depend on how long the clock would be. A 3-hour clock wouldn't work...you'd have to check every 3 hours to avoid getting skipped. That's unreasonable without proxies, especially since not everyone has daytime access, and time zones further complicate the matter.
