Dave: Your suggestion is moot. In order to create a league with a $125 million cap, it has to be set up for a $200 million draft. Throughout the season, you can make as many player moves as you want without really affecting your payroll. The cash available to you keeps coming down, but you're still bound by the honor system to the $125 million limit. You never really take a hit.

I didn't think this was the case, Marty. I thought that we had to maintain 75M in cash at all times. That would make it truly a 125M cap league.

Thanks for reminding me, guys. While I [b:93cb1e2032]knew[/b:93cb1e2032] that was the rule, and while I've adhered to it in the two leagues where it applied (I just double-checked, or else I would have self-reported the violation), the logic chip in my brain didn't assimilate the fact that team value declines when you swap out players and still maintain the $75 million.

Just a thought, but what about doing a draft to create the league?

Here are the 12 thing I thought could be drafted:

1. salary cap
2. dh/no dh
3. drop penalty
4. player can make a division
5. player can make a division
6-12- small rule

The small rule would have to be a minor one. Example: choosing max IP or AB's for certain players to be eligible. They need one pitcher with an ERA or 4, etc...

If the manager of a small cap team gets the first pick they could use a rule like the salary cap.That would give them more of a chance to be on the same playing field as everyone else.

I've participated in a league like this (Sinking Sands League)... we actually did it about a half dozen times.... each manager gets to determine one rule. It is quite interesting and very different. I would suggest though that whatever rule is made, you MUST be sure that all teams can be compliant. No exceptions can be made to any rule.

This could be done, just simply make the rule that no cap hit affects the payroll. Could be done in 80 or 100 leagues as well (set league up as 200M). The only thing would be that you would need to put a minimum games played rule into effect before you could send someone back down to the minors/fa once you picked them up... perhaps 15 games or so. Keeps people from flipping SP's and some hitters based on the opponent.

I like this idea. In fact, I was going to suggest that we do a shifting sands league for season 16 (the other season that was going to be a "vote" season).

Do you want to include it in the options to vote on for season 10, all agree to do this for season 16 or both? Or neither?

Interesting thought, but I think after the salary cap, it's questionable as to the order of importance of the other spots because a "small rule" could end up being more important than the "drop penalty" or division assignments.

Good point. You could also limit each players number of "options" during the season. For example, you could say that you can only bring a player up (pick up as a free agent) a total of 4 times during the season. I think this would offer some protection to the small market teams while allowing us to make multiple moves during the season. Dave and Bryan, if you guys want to include something like this in your rules, just make the changes in the list on the previous page.

True. When I was thinking about this idea for season 16, I figured we'd vote on cap, DH, waivers, FA drop. Then assign divisions at random. Then everyone would get to make a small rule in a randomly assigned order.
