Is it possible to get a HBP If no HBP on Hitters Card?

Ken Phelps gets HBP and there is no HBP on pitcher's card. Does this mean that Ken is guaranteed not to be in 1989 year? Or is there some other way to get a weird HBP result on a Hit and Run or Bunt or something like that?

I've always wondered whether Ken's card is miscoded because I've never had good luck with him in homer parks where he should dominate RHPs.

HBP only comes from the hitter's card and is a good way to help figure out what card you have (or don't have).
