I get the picking teams part, and like it. I don't get the lotto part.

We determine the order of the team draft based on state lottery "pick 3" numbers. If you want to join the league, all you need to do is list a state that has a lottery next to your name. After the league fills, we use the lottery numbers from that night to determine the draft order. The owner with the highest pick 3 number drafts 1st, the second highest number drafts 2nd, etc. Since the draft is a serpentine draft, the owner with the lowest number would draft 12th, last in the 1st round, and 13th, 1st in the second round. See below, I have Illinois, Franks has Delaware, Terpfan has Maryland.
