My 2 cents:
Once you are full of P or H it makes no sense to still send out nominations. That is why we had suggested it sliding to the next person down. We can also say that it slides again if that person doesn't nominate in a certain amount of time (8 hrs?). Then we won't bog down.
If I am full of pitchers you guys don't want to waste time with my nominations, which could include some gamesmanship. Just slide to the next person that needs a P - that seems the only rational and fair means.
I did think we had consensus on this roughly 80 pages ago :)

I almost upped the bid on DEAN Chance - good thing I double checked!
