Not trying to influence votes here, just an observation on the cap structure. The 100/200 approach basically assures that there will be a greater number of quality free agents available, as teams will not be able to pick and hold players above the limit once they are at 100M. The more challenging part of this is monitoring compliance with the cap, as you cannot simply look at available funds after a few add/drop penalties. In the past I have kept my own spreadsheet with my cap totals and am basically honor-bound to comply. It would get tough if someone decided deliberately not to comply, but hopefully that won't happen.
Since I am OK going with any scenario, I am removing my vote for now and will side with whatever choice gives us a majority in one direction or the other when the other votes are in. If we do not have a simple majority (as we have three options), we will go with the most votes.
