I think the elder Howser has explained it well. The argument is sound.

So, if a nomination slides down to you and you do not want to nominate you just pass it to the next person. Right?

That would keep things moving along. And also not force a bid onto an unwilling manager, until possibly, the very last picks before the nickel draft starts.

Factoids:
We have drafted 179 players so far, which leaves another 121 to go.
Of those 179, 100 have been hitters and 79 have been pitchers, which is a much closer ratio than 3:2. Obviously we've held to the 3 hitters and 2 pitchers on the block at the same time situation, but pitchers do not stay on the market for long.
For example, in the first month of the draft, we saw 25 pitchers auctioned off compared to 32 hitters. And Carl Hubbell and Walter Johnson were on the market the longest (4 days) whereas 8 hitters went 4 or more days on the market, with Cal Ripken for 6 days.

Even now, it has not changed much.
In the time span that the last 10 awarded pitchers were put on the block AND removed, 17 hitters were put on the block AND/OR removed.
Rollie Fingers came on the market on 4/20 and was gone on 4/24, but was basically 3 days. Five of the 10 pitchers were gone the day after being nominated. Meanwhile, Johnny Bench was on the market for almost 7 days, John McGraw is up to 4 days as of right now, Earl Averill was 3 days, Gil Hodges is up to 3 days as of right now.

Moving off the bid thread...

gorshar, I didn't expect to get Boggs, as he doesn't fit my team.

That said, I could see a problem with turning back the clock, so to speak, so you could get him.

I would see it as an advantage for me I don't deserve. I threw out a bid, and it stuck. :(
