Since Chance is over 7 million, wouldn't the opening bid need to be 0.8?

Was that stated somewhere, that you had to go to the next highest # even if the true "rounding" would be down (Chance being 7.25)? That's fine, I just didn't recall the rule.

That means by definition any players taken for the minimum need to be BELOW 5M then, correct?
