If I'm not mistaken, the next person on the list is ldanred. So, if right, ldanred can nominate a pitcher any time.

That is incorrect.
Ldanred has $2.5 million remaining for 5 players, so a maximum of the minimum .50 per player.
So he can nominate a player for .50. He just would not be able to bid any higher.
