1969 ECONOMIC STIMULUS LEAGUE (no DH)

This is a draft league involving the twelve teams with the lowest combined salary amounts in the 1969 game. These teams, their division assignments, and their makeup are as follows:

West
1. San Diego Padres (11 Pitchers, 16 Hitters, Total $38.92)
2. California Angels (12 P, 17 H, T $51.81)
3. Seattle Pilots (12 P, 20 H, T $54.25)
4. Los Angeles Dodgers (10 P, 15 H, T $60.07)

Central
5. Chicago White Sox (12 P, 18 H, T $49.91)
6. Chicago Cubs (9 P, 14 H, T $57.77)
7. Houston Astros (10 P, 15 H T $58.11)
8. Kansas City Royals (11 P, 18 H, T $54.88)

East
9. Cleveland Indians (9 P, 16 H, T $41.23)
10. Montreal Expos (13 P, 17 H, T $42.91)
11. Philadelphia Phillies (11 P, 13 H, T $44.81)
12. Washington Senators (12 P, 15 H, T $59.00)

Rules of the league:
I. Maximum team salary will be $65 million dollars. This amount has been set to allow all teams an opportunity for some economic stimulus. The league will be set up as a $200 million league, thus it will be necessary to maintain a reserve of $135 million when the season commences and throughout the season.
II. A minimum total of twenty (20) players from that team must be on the team’s roster at all times throughout the season. Team roster sizes are up to the individual manager.
III. Teams are assigned to the stadium associated with the respective team.
IV. Teams may be chosen, or for those who are truly adventuresome, will be assigned randomly once the league is filled (i.e., if three teams are chosen by managers, such as the Cubs, White Sox and Dodgers, then the other nine will be assigned randomly). If you wish to go for a random assignment, choose a state with a Pick 3 lottery, and when twelve managers have signed up, the teams will be assigned on the basis of low numbers corresponding to the remaining teams with the lowest combined payroll, etc. (i.e., low number likely ends up with the Padres).
V. A five round serpentine draft will be held once the teams have been selected or assigned. The draft is an opportunity utilize available funds to strength your teams by selecting available free agents from the twelve non-stimulus teams, and will be serpentine commencing with the teams with the lowest combined payroll (i.e., San Diego, Cleveland, Montreal…) selecting first.
VI. There will be no waiver period. Following the draft, managers may adjust their rosters by dropping players (if they wish to have a 24 player roster) or adding players. After the draft, any leftover players are eligible to be selected, whether they are part of the original twelve ES or the remaining twelve non ES.

As long as the two basic rules are adhered to (minimum 20 players from the team’s roster and $135 M reserve), any player movement, either by trade or free agent acquisition, is allowed.

I was a little surprised that the Cubs, who finished 2nd in the East division, actually qualified for this league.

Teams were assigned to their division by their geographical location; it just so happens that each division has two AL teams and two NL teams.

If you choose a random assignment, it may be necessary to insert a row of asterisks similar to what I've done in order to get into the proper column.

You get the choice of picking your own team or going with a random assignment. If you want to choose a team, then indicate the team after the number, and it's yours. Whichever teams are remaining following twelve managers signing up will then be assigned based on the Pick 3 results of the designated evening.

If eleven other managers happen to select teams, then I will get whatever team is left over.

LM, since you've chosen the Cubbies, there's no need to select a pick 3 entity. You automatically have Wrigley Field for your home stadium, will be in the Central Division, and will have 9th pick in the draft, since the Cubs' $57.77 M composite salary ranks 9th among the teams, lowest to highest. You will be able to drop up to three players, since the Cubs' roster is 23 players. One of your selections is automatically a catcher, since Hundley is the only catcher on the roster.

Cool idea - Sorry I saw this thread only just now - I would have signed-up if you were considering a random and/or draft process for your base franchise too. Or if Rick changes, I'll take Washington and sign-up! :)

Do you think you might have trouble filling the last few teams (even though they would benefit more from the "stimulus")? Can't see someone volunteering for the Padres?

I'll take a closer look too to see if any other appeal to me.
