This has always been the case, but I've never heard of two managers gaming this. The most blatant collusion I could imagine is if two managers each had 3 good SPs (4 or 5 day starters) and 50-cent 4th and 5th starters. They could trade their "Big 3" back-and-forth each night. Neither manager would have to pitch #4 and #5 before the trade deadline. This of course, would be blatant collusion.
Realistically, I've traded for a pitcher who just pitched, and he was good-to-go in his first game on my team. So maybe I got one bonus start out of him.
