2. I'm assuming that you can fill all of your roster spots prior to September call-ups as long as you are still below the $100m cap?

1. Once we have a draft on the message boards, yes, you will put your desired players from those teams on the draft card. So, if you draft the Padres and Red Sox, then you will put all the guys you want (Youkilis, Pedroia, Gerut, etc.). It's a "frenzy" league because you have exclusive rights to the players. The only way to lose rights to someone is by trading him away.
2. There are no roster limits. You can have 24-28, just like other leagues.
