Starters as relievers

Why does HAL use the previous game's starting pitcher when a game goes into extra innings, and all of the teams relievers have been used, especially if he is at F0 - see below:

Tim Hudson started the previous game and was the first non-reliever put into the game at F0. He came in in the 16th inning as the first non reliever. This was the third game of the series, and I have a 5 man rotation. Why would Hal not use the starter from Game 1 of the series, who would have had a days rest, and would not start again for a few more games?

League Finals - game 6

Matt Garza pitched 5 and 2/3 innings (114 pitches) in game 4 for my opponent...........closes in the 9th inning of game 6 after his team exhausted its pen after 8 innings.

Mo Rivera pitched the 8th inning (15 pitches) and got the lead; and HAL didn't bring him out for the 9th (to save him for Game 7 if his team lost game 6???) and grabbed Garza who pitched the 9th for the save.

I have'nt seen that one before. Not sure if it is a quirk or just super smart (of course after talking with Garza who gave the skipper a vote of confidence on 2 days rest after 114 pitches).

What I find interesting is the difference in rules for starters and relievers.
Tim Hudson came in to relieve after having started the last game and was immediately an F0 fatigue.

I posted about the oddity of this previously.

Brian Fuentes oddly enough pitched 8 innings in relief in that first game, throwing 113 pitches. he was pitching at F0 fatigue for several innings in that game.
Yet in the very next game he comes in and pitches a 1 inning save and he was not tired at all.

I see that Hudson pitched 6 2/3 innings in his start. Granted, he threw 154 pitches, but that does not explain why he was tired and Fuentes wasn't.

I think the rules need to be a little more realistic and consistent across the board here.
