Don't quite understand the question.

We'll load the league as soon as we get managers for all the cities.

We'll use the frenzy - since the players are already allocated to their teams there is no chance that you won't get the players that you want and can pick-up any players from your teams whenever you wish thru out the season.

Did that answer it?

As to the question from above - yes, the stadium must come from one of your teams.
