Can I get a clarification on the rules please?

We need to have at least 20 of our base guys on the roster at any time, which means we can have 4 or more non-base guys?

How much can we spend on these guys? The rules says 1 player up to $4m if he used to play for your team, and 1 player up to $2m if he didn't. That's only 2 players.
