I'm at $105.83 million myself.....so you're not the only one screwed :(
So far, these look to be the main reasons to increase the drops from 3 to ???.
1) Seems like most of us are WAY over budget
2) New rules now requires us to keep 11 pitchers, so all of us needs to drop a hitter for a pitcher
3) Many drafted players didn't get even get a card, thus they will have to count as a drop, despite no salary being trimmed off the team's cap.
IMO, I think we definitely need to scrap the 3 drop rule. Personally, I'd like to see unlimited drops as opposed to just increasing the number from 3 to ???. I don't see how doing this would hurt anyone. If you are happy with your team or if they fit nicely under the cap, then obviously you would drop fewer/none. Otherwise, we should have the choice of replacing the players we want to replace....and not be forced to simply cut the most expensive (and probably best) guys on our teams. Also, I want to point out that the more players we cut, the more we'd have to replace them with UNOWNED players....which means it probably would be in our best interest to cut less players anyway since the best players are already OWNED.
I realize QK is probably somewhere perfecting his swaddling technique right now  , so I don't expect a ruling right away. Just wanted to throw in my 2 cents.
