You are bang on about the 10% rule. As far as a player under 5 mill. the minimum bid is still 500K. When nominating a player you can pass on that player, but if no one else makes a claim on said player then you will have to take him for the 500K.
Also, the divisions haven't been set yet, unless I missed that, which is also a possibility. :?
