I would like to not have divisions determined by salary, it may be different in this league, cause many of us will be close to 200 mil, but generally those who have the best draft will have higher payrolls. I don't want to penalize them by putting them all in the same division, I would rather choose divisions randomly.

Will the divisions be assigned before the draft is done?
before we pick stadiums? or after everything is complete?

random order is fine, grouping by parks, by league entry, alphabetical order, whatever......but I think the commissioner or the group should make a plan.
