As the rules stand, I would not reenter the league, and you may not want to change them enough for me, so I will offer a reaction to the rules more as feedback.

This league first piqued my curiosity, with the possibility of dynamic free agent movement during the year, as we watched which players were doing well or poorly in 2010, and then made adds and drops from our 40-man roster based on players performance in the real-life 2010 season. The possibility of watching the guys in the minors made this even more interesting.
However the current free agent rules state that you can not keep anyone picked up during the season for the next year. Which means that player performance in 2010 (and future seasons) [b:48328eee81]will be completely irrelevant to in-season pick ups[/b:48328eee81]. The only movement of in-season free agents would be based on their cards. which we know at the beginning of the year during the draft. The in-season free agent moves will be close to inconsequential.

I recommend allowing folks to keep in-season free agent pickups at the end of the season, and allowing pick ups from he minors during the year.

Now about the free agent lottery at the beginning of the season. In my experience already has a lot of randomness, and the most satisfying rules and structures are those that create new strategy without a lot of new randomness. The current free agent lottery is entirely random, and creates only a little strategy.. However I see a good fix for this, that keeps the spirit of what you are trying to do.
If [b:48328eee81]before the draft[/b:48328eee81] you do a random process that chooses whether each player over 27 has 1, 2, 3, or 4 years left on his current contract. Then when we draft, we will know the risk we are taking, Is 2 years of Pujols worth 4 of Chase Utley? There will be all kinds of interesting strategy. And then each year, before the draft. all new free agents, and players that turn 27 will be randomly assigned to 1-5 year contracts, so you will know how many years of a player you will be bidding on. I don't think that this is the only possible fix to the random free agent lottery, but I think it is one that would work.
One other minor detail - To prevent sandbagging, I have instituted a year end lottery for the top three draft choices among the bottom dozen teams. This takes a lot of the profit out of sandbagging, which is good because sandbagging is hard to call when it is subtle. Look at the rules for the first 2010 keeper league for an example of how it works in 12 person leagues (I have done ot in one 24-person league also.
I wish you all well in the league, for me to participate, both the in-season free agents, and the end of the year free agent lottery would have to be tweaked. If they were, I would sign up.

A big part of the point is to allow a franchise to rebuild in a reasonable amount of time. One key to that is having a decent talent pool available to draft from. In a league where we followed this concept it did work as well as it can in this type of gaming format without getting overly complicated. It makes rebuilding a possibility in just a couple seasons give or take a season.

Sure with the free agent randomness there will be seasons your franchise gets hit harder than others. Perhaps that puts a higher value on that 23 year old in the draft. Yet again, that becomes a point of strategy. Do you hope the kid exels year after year of go with a solid veteran bat because that's what you need to win this year? Thing is you always have a franchise type button to pull back one of your players that got hit. With the way the lottery numbers have worked before it usually isn't real bad, especially if you have a decent mix of youth and experience.

Contracts would be great. But, seriously to manage that without an online program to handle rosters would be extremely time intensive. Besides I think through trading, luck and the protection on younger players the concept is fairly well handled as it is.

Another key is to keep it simple and avoid confusion as much as possible, while still retaining solid elements of strategy. With this concept is the idea of time management for all who wish to play. Not everyone is going to have the time or inclination to watch what each minor leaguer is doing during the season and make those savvy pickups at that time. Yet everyone should have plenty of time to prepare for the draft and know what those minor leaguers did the year before.

Don't forget, the sim season probably won't start until sometime in June. Which means that some of those surprises we will already know about during the draft.

A big part of the strategy is going to be trades. You are going to know very early in the season which of your players are going to be free agents. In fact, it's still under consideration to hold the free agent lottery before we start the sim season so that you know even before the season starts who you are potentially losing. Anyway, It makes trading a rent-a-player to a contender a very viable strategy for a lower team. As a sidenote those types of trades including potential draft picks will be scrutinizied closely by the committee.

However, I do like randomizing the top three picks within the bottom 12 teams idea and we will probably do just that. As in, top 3 picks are a lottery then the remaining teams will be placed in order of worst to best finish. That's a really good solution to the sandbagging issue.

I like your idea on sandbagging....I think that is definitely a good idea.

I am ok with looking into ways guys can keep free agents they pick up during the season. They should be able to, at least, attempt to keep anyone they are able to pick up.

Picking up minor leaguers during the season presents a couple issues.
1. It takes away from the potential free agent pool for the next season.
2. It makes this draft and future drafts less complicated, meaning I want a owner to really think about how bad he wants Stephen Strasburg.

Long term contracts gets to be complicated. I am looking for more simplicity. In a way, you are already getting long term contracts because you are getting to keep players until they are 27 and you get to pull one player back that gets hit with free agency.(considering making it 2 players to pull back but we'll see.)

Once again, I love the lotto sandbagging idea and I will find a way to allow owners to keep players they pick up during the season. Thanks for the input.

Here is the first 3 pick lottery rule we use in the 24 team keeper league, so can use it or tweak it as you will.

1) The first 3 draft position of the first round or each draft (except for our initial draft) are determined by weighted draft lottery of the twelve teams with the worst records. All other draft choices and all other rounds are chosen in reverse order of finish.
2)The lottery works like this, We have a list of five states, WI, AZ, CT, NJ, and CA, in this order.
3) The annual spring free agent and supplemental draft will be determined by the lottery numbers on the day AFTER the previous season's Strat postseason ends.
4) We will take the pick 3 of the first state (WI), using only the last two numbers and use the chart below to determine who receives the first choice. We'll use AZ to choose the second choice, and CT to choose the third. If any of the first 3 states are duplicates (say WI and AZ numbers both choose the team with the 23rd best record, than we use the last two states (NJ and CA). If after 5 states, we still have not chose 3 choices, then we go in reverse order after the choices that have been chosen.

22nd best team 42-54
21st best team 55-64
20th best team 65-72
19th best team 73-79
18th best team 80-85
17th best team 86-90
16th best team 91-94

example: On the day of the draft the numbers are WI-1(94), AZ-7(08), CT-3(19), NJ-8(66), The first choice goes to the team with the 16th best record, because of WI 94, the second choice goes to the team with the worst record because of AZ - 08, the 3rd choice would also have gone to the worst team, but the same team can not have 2 draft choices, so we got to the tiebreaker state, NJ, and the 66 means the 3rd choice goes to the team with the 20st best record. the 5th state is not needed.
The 4th pick goes to the team with the second worst record, and from this point on we go in reverse order of W-L record among teams who did not draw a high choice

I don't know if I will give the whole bottom half a chance to be in the lottery but definitely the bottom 6-8. I'll work up something and get in the constitution as sson as I can.
