Yes that is what I have been saying all along. The strategy in this game is to bid on guys you want and then bring out someone that you know will cause other teams to spend their cash. It's a brilliant draft and I don't believe it needs amending the only problem is this tie situation which shouldn't be this complicated to solve.
I think the easiest and simplest solution is this:

The highest bidders have won that player so they need to break the tie.
1) When two people re-bid and its the same amount again we continue on with re-bids like we did 4 times with Chris Short.
2) If 1 person passes then the other guy gets it for his re-bid amount.
3) If both pass then its still a tie like in scenario 1 and they should continue bidding like in scenario 1 until it is broke and we have a winner.
Obviously if two people bid the high amount then they want this player so it should not be much of an issue at all.

I'll agree with mjruth on this in general in that I like the draft format, and I do think the high tie bidders should probably be the only ones involved in the tie break.

I also think modifying the tie break rules (perhaps in a way litangel had proposed earlier) would be more appropriate in the next league setup. It makes sense to me to give the player to the manager amongst those tied based on a)who has the fewest players on their roster, then maybe b)who has the least money (the guy with the most already had a bidding advantage).

A draft such as Litangel suggests would be very different, and probably would have it's own logistical problems. It might work like this...a manager proposes a player he wants to bid on. Any other manager then can offer to pass and take bids from the 11 others. BUT if all 12 want to bid, the proposing manager must make a public bid and take the private bids and the consequences. The draft would take a bit longer, as a bid taker would need to be identified for all players (at least until 1 or more managers is priced out or full and could then take remaining bids)
