Harry Reid pummels ugrant with a roll of legislation, "You've still got 9.2 to spend and only 2 players left! Spend! Spend! Spend! We can't have anything left! It's not the Congressional way!"
Raising his arms to defend himself from the, uh, "punishing" legislation, ugrant meekly utters:

And then nominates 1 new player, since he has a high bid on one already (assuming we can't be high bidder on 3 with 2 spots left):
Ellie Hendricks .5
Someone else gets to nominate another player (unless I get outbid before that happens, I suppose).
