Litangel trades his first round draft choice (2nd overall pick) Billy V's 2nd round pick (owned by trade) and prospect Michael Taylor to

Rick P for Sabathia and Gutierrez,

Litangel will have to drop two guys which Rick is welcome to if he wants them, Keppinger and Troncoso.

I am wanting to clarify a slight gray area in the rules. i am assuming we can drop (down to 30 for me) and them promote one of our prospects, then either draft only 9 guys, instead of 10, or draft 10, and then immediately drop 1 as it would take my roster over 40, is this true?

Litangel,

You would need to cut down to 29 and then promote the prospect, then draft 10. You need to draft at least 10 players, and you can't cut anyone at any time other than before drafts and to balance a transaction.

You can cut to 30, draft 10, and then trade 2 for 1 and then promote the prospect, but other than that, the only way to have the prospect for the upcoming season is to have him count as one of your 25-30 keepers.

Does this make sense?

I do understand what you are trying to say. But I do not think that is the ruling that makes sense with the rules as written. The relevant rules are:

Prospects can be promoted at any time there is roster space. After we have dropped down to 25-30 players for the draft, there is roster space. The draft then will take a team over one for each prospect added during this period, and under the rules the manager has 24 hours to bring their roster numbers back to 40.

i think the purpose behind the rules, is to not allow a manager to use promoting a prospect during the season, so they can "roster dump". Promoting a prospect right before the free agent draft in no way does that.

The clearest interpretation of the rules is that we can promote a prospect after we have dropped players, and then bring ourselves back to 40 within 24 hours. I have based some of my roster moves on this interpretation, as it seemed the obvious one to me.

If there is disagreement I would like a ruling from the commissioner on this one.

The way WPW interpreted the rule is the same way it is done in all the other keeper leagues using some type of these rules. I believe this is the best way to use the rule, but I am not running this league.

4) Prior to the draft, all owners must drop enough players to bring their rosters to a maximum of 30 players allowing for 10 draft picks; Owners can drop below 30 players, but must not have less than 25 prior to the draft.

You can have a maximum of 30 to start the draft, so you can't cut, then promote and have 31 players before the draft begins. Likewise, you have to have 40 on your roster after the draft, and you can't cut someone solely for a promotion after.

You are correct in that there isn't a rule saying you can't bring up a prospect during a draft, though I believe it is not the spirit of these rules. You are able to make deals that would ultimately result in the loss of your 10th round pick, and be perfectly legal, so I do see that you have some point here. Ultimately, it's up to Billy, or if a majority of people feel strongly one way, we can write an explicit rule for this scenario.

I'm fine with either way, as there is nothing explicitly prohibiting you from promoting during the draft. It seems to me, though, since you can't promote before the draft, and you can't promote directly after, you shouldn't be able to game the system by promoting during the draft, as you're essentially getting an extra keeper.

We definitely should have a ruling by Billy before cuts are due, and stick to that going forward.

Now I can see how the rules can be interpreted the way you are seeing them, as well as the way I was seeing them. The frustrating thing for me is that the rules are unclear, and so I have been planning on being able to promote Wells and possibly Wieters all along, and not have them count against my 30. I would have made different moves at times, if I had known. I think - [i:b925666dcf]Prospects can be promoted to the major league roster at any time, provided there is roster space available.[/i:b925666dcf] is pretty misleading, if you only promote them under very narrow conditions, Thus I think that the interpretation is fairest to do the way I mentioned, although I will abide by whatever decision Billy makes

I too see your point. The rules as written don't preclude you from promoting during the draft. As extensive as they are, they are bound to have some problems or gray areas in them. I think it is in the best interest of the league to discuss them and either come to a consensus, and/or have the commissioner make an official decision.

I'm fine either way.

The cards are officially out! Let's get a date for drops and get to drafting!

Apologies for not checking in earlier. I not only agree with WP on this, but I'm really not sure what litangel is contending. Rosters are capped at 30 prior to the draft. Do you want to promote prospects during the draft in lieu of making picks? In which case, which picks do you bypass in order to make the two promotions--1st and 2nd or 9th and 10th?
