4) Prior to the draft, all owners must drop enough players to bring their rosters to a maximum of 30 players allowing for 10 draft picks; Owners can drop below 30 players, but must not have less than 25 prior to the draft.
You can have a maximum of 30 to start the draft, so you can't cut, then promote and have 31 players before the draft begins. Likewise, you have to have 40 on your roster after the draft, and you can't cut someone solely for a promotion after.
You are correct in that there isn't a rule saying you can't bring up a prospect during a draft, though I believe it is not the spirit of these rules. You are able to make deals that would ultimately result in the loss of your 10th round pick, and be perfectly legal, so I do see that you have some point here. Ultimately, it's up to Billy, or if a majority of people feel strongly one way, we can write an explicit rule for this scenario.
I'm fine with either way, as there is nothing explicitly prohibiting you from promoting during the draft. It seems to me, though, since you can't promote before the draft, and you can't promote directly after, you shouldn't be able to game the system by promoting during the draft, as you're essentially getting an extra keeper.
We definitely should have a ruling by Billy before cuts are due, and stick to that going forward.
