I'm sorry if this is frustrating for you. These rules are mostly copied from another league, and there are bound to be loopholes and gray areas which will need to be dealt with, particularly with the prospects.
Consider this: As of right now, the prospects we drafted in May or June of last year will need to be promoted at a time where we're likely to be mid season, which means we'll either need frantic unbalanced trades or to promote them in the FA draft next year.
What I propose we do about prospects is this:
Promotions are only allowed after the cuts for either the annual or the supplemental FA drafts, before the draft starts. You still need to have 10 open slots at the start of the annual draft.
For the supplemental one, you are allowed as many cuts as you want for promotions, but are still limited to 3 picks in the draft. (i.e. you can cut 7 players, promote 4 and have 3 picks).
As of right now, two years from when you draft each prospect, you must decide to promote them or cut them. I think we should tie each prospect draft to the nearest FA draft, and have the cuts/promotions due two years from that draft. Thus, the prospects we drafted in May or June of last year will need to be promoted by next year's annual FA draft or be released.
I would like to hear what people think about these ideas. I think they're easier to understand than the system we have currently.
As for your specific case, Litangel, you probably can find a comparable replacement for Wieters in 09 with one of your last picks as he's about 25th in value for catchers, plus you have VMart who has 600 AB. Wells is another story, but perhaps you can work out a trade before the draft, as it's only one player that you're over. I'll send you an email in the next day or two to discuss some of the players you mentioned.
