By league rules I believe we need 2/3 approval for a rule change, proposal #2 (add a pitcher and hitter) is therefor e defeated, and proposal #1 needs one more to pass.
If a new player has not been introduced 48 hours after a winning bid, (24 hours after the new player was eligible to be claimed,) the first owner who notices may note this and make the new player introduction, to help keep us moving.
