Yes you do, same order as the original stealer round. You can either keep someone else from your roster or steal one from another roster.

Also, when someone in the East is ready to load, they can create the league. Just post the league name and password here. I know you have to wait till the last round is completed. Again, the divisions are:

Are all SOM 5 Players eligible in this league... or do we have some retired teams/players...

As far as I know, all players/ teams are fair game for the draft, but for the "stealing" rounds, you are limited to players who are on a roster at the end of the season-- i.e. you can't select the best available free agent.
