I dont understand the new rule proposal because in a $60 million league, having an unlimited # of transactions for the first 2 weeks is pointless as you will never have enough $ to effectively make those changes.

You could only have a $60M active payroll, but the league would be $200M (or less, but higher than $60M) to allow for player movement.
