Sounds interesting and I'm in. For clarification I would like to know whether the roster sizes will all have to be 25 or can we go to the Strat limits? Using the Nationals as an example, does it mean that the Nationals general manager is limited to 69.25M not the usual 80.00M? Does it mean, in effect, that the two round initial draft is limited to players from the six teams not included among the 24 excepting of course those players already designated to one of the 24 teams? If some of these questions sound rather basic cut me some slack - I'm a Baltimore/Washington baseball fan and things have been rather lean around here recently.

No, each team will have a maximum $80M salary cap with no mimimums. The dollar amounts next to each team name is their total cumulative team payroll for all of their carded players from the 2009 unleashed set plus any assigned players or minus affected luxury tax players as applicable.
Your team roster can be any number between 24-28. That is your choice.
The two round "live draft" is limited to eligible players from the Royals, Indians, Orioles, Astros, Pirates, Reds (minus those players already assigned to other teams) and including the four remaining luxury tax free agent players.
For example, the Nationals hold the #1 pick in the first and second rounds of the live draft. Since they had the worst win-loss record in baseball and have the second lowest payroll of the eligible teams in this league, the draft will be used to equalize the payrolls up to $80M cap and balance the talent differences so they can compete with the Yankees on a relatively even playing level hopefully.
