Yes, according to my interpretation of the rules, you may draft the '23 Frisch and change him out later.

The Frisch '21 card has a primary position of 3B, so the Frisch '23 card would be the one for the 2B round. Mark can make the swap after waivers without penalty, and can play Frisch '21 at 2B during the season.
