I thought after so many rebids it went to someone based on their last bid. Is that true?

if both people pass or give the same bid as last time (I don't remember if you can pass, or just give the same bid again) then the guy goes to the one who bid first on the last raised bid. If the two managers keep raising, you can rebid forever! (I can see it now, July 1st, Haller, 6.81, 6.81!)

So you do need to rebid.
