I think the Dope site actually restricts you from overdrafting the cap

Yes, that is the case. However, that's where the issues lies. If a team doesn't have enough money to draft 25 players, the team would end up having to throw players back into the draft and pick up .50M players, etc. This would be a problem if the team had taken players he couldn't afford in the early or middle rounds and then was forced to dump them at the end of the draft. Other teams may have wanted the player(s) several rounds earlier, but was unable. I've seen it happen before. It can get problematic.

Yeah, that usually doesn't bother me as this should be a fun, leisurely draft. However, finding out that I'll be on the road Thurs and Fri, I was really hoping my base team (around 15 rounds) would be completed by Wednesday afternoon so I didn't have to add dozens of players to my proxies.
